My dad left us before green card arrives

I live in tennessee, i applied for a green card for my dad. He arrived in the us in june and left in august. His green card did not arrive before he left. My mum was suppose to take it to him when it arrives since she's still here. I called immigration and they said they sent it a month ago and they want him to appear for biometrics for a replacement green card. My dad is already out of the country so he cannot come back since he doesnt have a green card. What should i do?

I suspect OP is looking for a way to have the biometrics outside the country.

OP, the problem is that your father left the US without the needed documentation to return. It may be necessary to begin the process again.
