LOL. Ok, what i am saying is in the 90's my HS was kicking out kids who were getting bad grades, or otherwise unruly. Lots of them 30% of the high school pop, and probably really bad kids too.

Turns out, they were doing it because they needed to get federal grants to update and improve its schools. (they did need it) To get the money from the feds they had to show how well the district was educating its kids. And GPA's and standardize testing proved that.

So to get the grades of the district up, it kicked out all the low scoring kids.

The school sent us to alternitive schools, pm school, BOCIES, or home school, but if they were performing badly they were out.

10 yrs later every school in the district has had millions of $$ of work done, and we got 80% more HS with a billion $$ price tag. Yea they needed it due to population increase and whatnot, but a brand new HS? Seriously, bought up the homes next to the school, and got new fields. A full one for each sport. (except handball, my faveorite, of corse) ... at least a billion, if not much much more.

Were just a town of 10,000 people. we did not pay for all of the work to thoes schools. (like 10 - 15 altogether)... At least not money...

I came to this conclusion by putting the dots together, and my parents told me that like 3 yrs ago.

Just makes sense.

And where do you think THE FEDS get the money? They don't have a money fairy.... they have taxpayers. Just like they have now. All the money the federal government has comes from taxpayers.... people who own the businesses/factories/plants that give the rest of us a job.... those of us that have the jobs.... So, yes, your statement is a fallacy. It might not have been local or state government, but it was still taxpayers.
