What is the name of your state (only U.S. law)? Missouri.
My husband recently found out that he is the father of a 5 year old girl. We have known now for about 2 months after a court ordered DNA test. We have just this week got a legal parenting plan drawn up by a lawyer and signed by both parents. My husband is the non-custodial parent. The problem we have is that the child turned 5 in June of 2009. She is not current on her immunizations, she does not know her colors, she does not know her numbers, or ABC's or even her middle name. She is still sucking a pacifier as well. The mother of this child has 3 other children in the home, ages 14, 3, 2 and another on the way. All by different fathers. We live approximately an hour and a half away from the child. We suspect some sort of neglect involved, but nothing has been seen or proven. Where do we start and what do we start with first?
