Property Claim issues w/recent flood claim

Ga-We suffered a contamination flood in our home back in Aug. It took the Insurance co., a couple days to respond to the call made on the claim. Upon speaking with the first claims rep. she advise us to toss the damaged property, thou I questioned what she said, I against my better thoughts had my husband and the crew working to save our home from further damages discard the items that were bagged up in the garage for a couple of days. The rep. called me back apx. 20 minutes later stating to not throw the items away. I'd already left the house and couldn't reach my husband in time, and the bags were already at the dump. The new claims rep. didn't want to pay anything on the property claim stating we'd didn't comply with there policy (duties after a loss). After meeting with the first claim rep,current claim rep, and a supervisor, they agree wanted to pay pennies on the dollar for our damaged property. We didn't accept the offer, and now they want us to complete a Sworn Statement in Proof of Loss, and this is concerning for us as we've never had a home owners claim and don't want to do the wrong thing. We need direction on this matter ASAP as we have until dec 8th to comply, otherwise the insurance co. will only pay the initial offer. Please advise?

1. It's a normal form.
2. The reason why you receive "pennies on the dollar" is that with flood insurance, the contents coverage is actual cash value, not replacement cost, like you could purchase with homeowner's insurance.
