What is the name of your state (only U.S. law)? Washington, DC
If the non-custodial parent lives in MD and the custodial parent lives in DC, where would the filing take place?

It would be filed at the courts having jurisdiction over the location where the CHILD lives.

ETA: Why don't you simply pick one of your THREE threads on this topic and tell us what's actually going on. Posting individual questions without the full context is really a bad way to do things.
