What is the name of your state (only U.S. law)? North Carolina/South Carolina

My fiance is amicable with his ex-wife and the don't want to involve attorneys & both can't afford attorneys. Here is a little background. They divorced in 2003 in FL, fiance moved to NC in 2006, and in 2007 ex-wife moved to SC. My fiance lost his job 8 months ago and tried to have FL review his support order for it to be reduced. They wrote back and said they did NOT have authority to help since both parents moved out of FL. Now my questions are: Which state has jurisdiction NC or SC? How do we have jurisdiction switched to said state? How do we file a motion (without an attorney) for support order to be modified in the courts? Thanks for any help you can give me!

child support would be where the children live. in SC. this can be done with a change of jurisdiction. especially of both parties agree.
