What is the name of your state (only U.S. law)? CA
I am a contractor at a small company and just had a collection agency call to 'verify' employment. Funny thing however, I had just within minutes before, refused to give them my debit card number to start repaying my debt ( which I do owe, but cannot begin to pay until next week). I told them I would call them back next week and ended the conversation. Within minutes, had this verification call from "finalization". I've never been sent anything with regard to collecting on this debt in writing (only phone calls) and they do want to 'settle' but not without my debit card number. I am not dumb enough to do something like that. I will repay the debt but on my terms and timeline because of budget constraints. Can they misrepresent themselves like they just did. I verified employment, and she said it was for wage attachment information...funny I didn't know that was how they offered settlements on accounts for payment on less than owed.. What should I do next...

Get the settlement offer in writing. You didn't say whether or not you had a judgment against you for the debt, some judges in some states will allow a wage 'attachment' which is just the term for wage garnishment only its for before a judgment is awarded.
Because you gave employment information, and didn't give them a solid answer (they hear all kinds of excuses, constantly) or a way to repay the debt, they will be searching for another way to collect. My advice to you, is to call them back, tell them that you're willing to take the settlement offer you were offered but that you want it in writing. Once they send that out, you receive it, abide by the agreement to the letter. If you default by even a day, the settlement is null and void and the collection efforts will continue on THEIR terms, up to and including possible legal action and wage garnishment, seizure of assets (bank, personal belongings, etc).
