Getting blown off by business! Need help!

I am in Virginia, business is in California.

I am located in Virginia, I saw a car modification part on a website (based out of California) and than my modification shop ordered the part for me which I than paid for, because of my billing address and shipping address are in two different states.

On the website the intake did not specify which model it fit, so I did ask and they said it fits all models of the STS from 05-08 just need to specify which i needed V6 or V8. But it would not fit the STS-V.

So fast forward, after many issues it is finally received the item and it doesn't fit.

So no issues, I call them and tell them they sent the wrong one and now they claim its only for a V8. Ok, no problem just wanted a refund for the item. After they charged me $66.00 to ship it back to them they than say well you may have a 15% restocking fee. Whatever, as long as I get something back after this nightmare.
Now tonight I get a call from the body shop and said the business called and said that we would not be receiving any money back. Mind you this is a $650.00 part they claim that even though their logo is on it and that I both paid them and shipped it back to them. They couldn’t issue a refund because they don’t stock that item its from a third party. Than I asked to talk to them and they said they could not give that information out. So after an talk with my mechanic who is a good friend of mine they could not give any money back all they could do is ship the part back to me. And there were no modifications done to the part whatsoever it was left in its new condition. Any information or advice is appreciated, I just feel there has to be something I can do. Because its not fair that they not only have my money still and they have the part also. In advance, thanks to anyone who takes the time to comment.

Leaving the country in 4-5 weeks for one year.

That is the easy way but that is really not an option at this time.

Send them a demand letter for a full refund. It carries no legal weight, but it's more intimidating than a phone call.

You can also check the long-arm statutes in VA. Maybe you can sue there. Some courts have held that an active website that's available to users in a state constitutes doing business in that state for purposes of minimum contacts.
