What is the name of your state (only U.S. law)?
In California and being asked a question i'm not sure of. Person age 23 in a relationship with a minor age (days from 16)/ Not sure if sexual. Both female, whatever the status both are 'consenting' and minor's mother is also consenting. What is the likelyhood of prosecution, for the 23 yr old, or for the mother as contributing to the delinquency of a minor, or neglect.

The age of consent in California is 18. Given that theadult is more than three years older than the minor, and given that the mother cannot give consent for the law to be broken, both 23 year old and mother could end up in jail.

**A: the likelihood is very good since the scenario would be against the law.

A non sexual relationship (that includes groping and fondling) between a 23 year old and a 15 year old is not unlawful. However, if the adult in this relationship encourages the minor to disobey her parent or legal guardian, or encourages, aids or abets the minor in committing any criminal or status offense, then the adult can get hammered. A SEXUAL relationship of any kind is almost certainly going to be a felony.

Mom and dad can tell adult to stay away. If the adult does NOT stay away, mom and dad can likely obtain a restraining order, and if encouraging the minor to disobey them then the adult could go to jail.

Note that mom cannot "consent" to allowing her minor daughter to engage in an unlawful sexual liaison. If mom is allowing a sexual relationship between an adult and a minor, mom can be charged with one or more criminal offenses as well as the adult actually engaging in it.
