Hello Im from Texas, Im trying to start up my own forum and I was thinking of setting up a donation. This is how it would work and please someone let me know if I am breaking any laws. Well first off the registered user has the option to upgrade his membership by donating $1 for a low lvl membership all the way to $5, now each membership gives you so many credits which you can use to join a free raffle to where you could win free prizes, the catch is there must be so many people to join the raffle otherwise the credit is not used and the item is not raffled off. Is there anything I should worry about?

Yeah, there's a lot to worry about. Your proposal is not legal.
