my 13 year old cousin is on probation for (what his mom says) writting a letter with prejudicial words in them at school. they gave him one year home probation. I agree that he should be punished but i think probation is going to far. Do they have the legal right to put him on probation for writting a letter? and can they have him sign a document without his mother present?What is the name of your state (only U.S. law)?

I am just trying to help him find a way to stop being harrassed by his school and probation officer. His probation officer took him out of class during a major test (WEST Test) to have him sign a document. the day after he got put on probation his principle accused him of cursing a teacher, when the teacher said he didnt. she also told the mother she couldnt control her kid because she lets him have long hair.
