In the state of Pennsylvania, what happens to an 18 year old who runs away from home and gets the cops called on them?

The cops won't even bother.

You can't run away from home at 18. You are an adult.

Thing to note is that your parents don't have to take you back, either. Hell, they can decide never to talk to you again.

It's part of the fun of being an adult.

he or she would be held accountable, and
so the parents would not be any part of it unless
they were still living with them, is that correct?
(i realize my questions are stupid, but im trying make sure
that my facts are straight)

The 18 year old is an adult and, therefore, responsible for his/her own actions.

Whatcha planning on doing, anyway?

finding out as much information as possible for a friend,
shes being mentally abused and she was told that
if she gets into any trouble at all between now and her 21st birthday,
that her parents will have to deal with it

Mentally abused?

Oh please... that's just drama. That means your "friend" argues with her parents.

Your "friend" should move her happy ass out of the house... TODAY... if she doesn't like the free food, shelter and medical care provided.

Your "friend" should also be prepared to find the locks on the house changed the day after she leaves.

my "friend" (who is actually a friend btw)
was raped 2 years ago and is reminded of it everyday
by hearing that she deserved what she got, and she shouldve been beat
more than she was...and thats what ive witnessed myself,
so when i said mentally abused, i meant it

Unless your friend is a dependent adult and there is some court order that grants her parents conservancy over her into adulthood, she can walk out the door today.

Her parents MIGHT hold some civil liability for certain actions so long as they claim her as a dependent or are providing for her board and care (if she is a student, for example), but that will certainly not hold in all situations and certainly does not prevent her from rejecting their assistance and being on her own.

If she does not like it at home, she can leave. Of course, she may not have a right to anything more than the clothes on her back when she walks out the front door, but that is a choice she might have to make.
