What is the name of your state (only U.S. law)? NC

If a juvenile(17 years) who is not legally emancipated (although living away from her parents with their consent) was to file a complaint against an adult who harassed her verbally and physically, does her parent need to be there or file for her?

Consult with an adult to find out if it's worthwhile to file the complaint. Who's going to pay for the filing, attorney fees, etc.? You?
