Help with getting something fixed in my apartment complex

I have been having a continuous problem with my apartment complex. 4 years ago I moved into the apartments. From the first day I moved in we had sprinkler problems. Pretty much the sprinklers are terrible, they spray everywhere. I park at least 3-5 feet away from the sprinklers trying to not get sprayed, but its impossible because at that point I'm at the back of the white line in the parking spot. The sprinklers spray is so bad that every time I want to leave my apartment I get wet. So wet that the water can actually reach my shoulders and I'm 5"11. Me and my neighbor have complained many times over the years. We always just washed our cars to remove the water spots since they damage paint, plastic and windows. Just this last year they told us not to wash our cars anymore and its now a rule. After that I complained even more about the sprinklers and nothing (back in sep) we'll winter came up and the sprinklers were no longer an issue. At the end of may I bought a new set of head lamps for my car because of the previous water spot damage. The headlamps were barley a few weeks old when the sprinklers started coming back on. They have permanent water spots now. Its over 100degrees in my town (Davis) and my paint is starting to have stuck water spots as well.

I'm at school every day during the week and they turn the water on everyday around 1pm-3pm. I've complained telling them to water earlier because the high heat will cause the water contaminates to permanently bond to the paint, windows and plastic's of our cars. On top of this I've washed my car many times at the Quarter washing places, just to have my car get water spots the next day. There is not 1 parking spot in the whole apartments (over 300 units) that doesn't get hit with water. I've tried moving spots and I'm always getting hit.

I made one last complaint because I cant take it anymore and they replied with this letter (attached)

Can I take legal action against them? Can I sue for the cost of new head lamps since they damaged mine that were brand new? Can I sue for the cost of a car detail for the water damage (if the detailed says it needs to be painted then the cost of a paint job)? Could I write a cease and desist letter or would I need a lawyer to help me? Or is there a way to force them to fix the sprinklers??

They also tried to adjust them, but it didn't work. The pressure is just turned up way to high causing the sprinklers to reach over 5 feet in the air.

Try contacting the city to see if they have any watering restrictions. Some cities have restrictions on wasting water as well as times that watering of the lawn is allowed. I'm in Colorado (my city fines us for wasting water-water sprays up to 5 feet would definately be considered wasting water-and watering from 8am to 6pm) so I'm not sure how strict California would be.

Yeah I looked it up and California is huge on water wastage. I found that Sacramento has water restrictions (which is only 10 mins away. but I cant find any bout Yolo County which is where I stay (3 cities in one county) Who would I try to contact? I've never tried to contact the city before....

We'll this just sucks. I went over to the city and they said there is no code or violation for water wastage. Now im even more mad. What can I do? Do I have to get a lawyer and sue them for damages, then it would also force them to fix the problem otherwise i could sue again. Do I have legal rights to sue? I feel like i should. If i damage something in the apartment I have to pay. If there property is damaging my property they should have to pay...

you do have the right to sue, this is why this is a free country. I explained in another thread that I am having a dispute with the mobile home park...I was told by something just to suck it up, and move my mobile home...I am surprised someone here has not said, why dont you just move? it wouldbe much easier for you to move out then it would be to move my mobile home, that is not so easy...

This does not sound like a money bag case for an atty, do you have $1-$2k to start a suit for atty fees? what if they counter claim, do you have money to continue to pay the atty fees? what if you loose, do you have more money for appeals? What is a judge to think when he hears this case about water spots on my car...

sorry, but I have much bigger issues then with
water spots on my car, at this point, I wish
this was the case with me....
