I have lived in my home since 1994, which sits above what was an abandoned softball park. This spring, my local government, Penn Hills, a suburb of Pittsburgh PA, turned the old softball field into a dog park. I now listen to dogs continually barking from 9am to dark. On weekends and weekdays after 3pm, the barking is endless. Despite complaints to the parks department, the township says there is nothing they can do. There is an ordinance concerning nusiance barking (30 minutes sustained) but the contracted enforcement agency won't come out to the dog park as it is not a residence. Most days, my family remains in house, with the windows closed, but still can hear the continual barking. We no longer enjoy our large deck or backyard. Is my only recourse to sell my house and move? Who would buy my home with this disadvantage? Please help.
