I have a problem I just want to ask if I could sue internet service providers.
Every internet service provider has agreed that they should charge extra for every resident of the united states of america to host there one homepage on there own personal computer. Every one of them says you should have a buisness account so that they will not block the port 80 from the outside world.
Is this a legal case.

No, since I seriously doubt that you can prove that "Every internet service provider has agreed that they should charge extra, etc." And I know you can't prove the "Every one of them says, etc." part.

Nor do either the ones I use at my two houses. But even if they did. There's no constitutional right to be free from greed.

Frankly, hosting websites at home is a pain in the butt and a big security boon doggle. I don't put any public ones there at all.
