OP, you are definitely putting your choices ahead of your child. YOU choose not to live near her. You can live across the border in Nevada, Arizona, or Oregon if you really don't want to pay that extra 9% in taxes. It would still be closer to your child. You could file to modify the plan to where you get bigger chunks of time although not as often. You could decide that your child's education is far more important that a few hours when you could simply take her to school and then have lunch with her.
However, from the sound of it her education also does not matter to you any more than it matters to mom. You are just as guilty at curbing her education as mom is. I suppose though, that her education is not that important since you plan on supporting her all her life (thinking Kardashians or maybe Jessica Simpson here).
Now a suggestion I am thinking is the child is young and the parents are apparently well able to afford whatever so why not simply hire the child a tutor that can travel with the child. Then the child does not miss any education. Of course my child's education is far more important to me then that extra hour or two.
