I live in california and have a friend who graduated from college in 2007 as a medical assistant. He applied for a private student loan with the school that he was not aware of and he.still owes the loan. The school however doesnt want to guve him his certificate as a medical assistant untill he is finished paying off the loan. Is it legal for thrm to keep his certificate because he owes the loan? How is he supposed to work and pay it off without his certificate?

Yes, they can do that.

Think about it - if they give him his certificate before he pays off the loan, what incentive is there for him to actually pay?

He needs to pay up.

And really "he applied for a private loan ....that he was not aware of"? That makes no sense.

Though I think I know what you're getting at...

Agreed with what Prosperina said -

Added, have your friend take out a private loan to pay off the school loan, they will release his certificate, and then he can begin working to pay off the private loan. Or, if he chooses not to pay back the school, he will not get his certificate, and he wasted his time.
