MIP but doesn't have drivers license???

What is the name of your state (only U.S. law)? Missouri Law says that for the first offense of MIP the teenager will lose his license for 30 days. BUT what if the 16 year doesn't have their Missouri drivers license yet????
Currently my son has a Learners Permit. He was not driving or in a vehicle. The police came to a party at someones house and rounded up a bunch of teenagers and made them blow for the achohol test.
What type of punishment is he looking at now?

He'll probably lose his learner's permit - plus whatever other penalties the statutes allow for. Look up the exact charge and google that charge for your state and you'll get an idea of what penalties can be assessed.

The exact language centers around teenagers with drivers licenses. I can't find anything for those that don't have an actual drivers license yet.

He may well be barred from receiving his permit OR his license for a period of time, or until a certain age. A kid who drinks doesn't inspire much confidence to be allowed behind the wheel.

Missouri, like most states, suspends/revokes one's "driving privilege" as opposed to the actual license. The privilege to drive includes any kind of license or permit. If you read the entire statute it actually specifically has a section stating that a learner's permit is subject to the suspension just like a regular driver's license.
