Have a buddy that got fired from a job from a mechanic shop. During his time there he got all sort of certificates to work on a specific sort of car. (Audi I believe it was). Anyway, when he got laid off his employer refused to give him his certificates or even copies without paying back the company. Is there any law that governs this sort of behavior?

Honestly - we need to know exactly what his conditions of employment were in terms of the company putting him through school and repayment, etc.

And really - laid off? Truly laid off, or fired? "Let go"?
