What is the name of your state (only U.S. law)? NH
If a lawyer files a lawsuit and cites various rulings by judges, can those rulings be out of state? i.e., suit is in NH but citing NY law/judge's ruling. Thanks.

It can be done although the court is not obligated to follow those opinions. Its usually done in cases where: a) there is not a lot of case law for the subject matter in the state and 2) if other states have ruled one way whereas its currently seen by the state differently to try to sway the judge that the current state's ruling is antiquated.

Briefs very often contain foreign case law, even the US SC cites such in it's rulings.

For example, when U.S. Appeal Sister Circuits oppose each other on a topic, that is one criteria the US SC may grant certiorari.

The Restatement of the Law is often cited as authority when making a decision, in many courts. The Restatement is a compilation of decisions from around the county, like American Jurisprudence and Corpus Juris Secundum.
