I have been in a 2 yr relationship and he broke it of on July 23, 2011, I have given him ample time to retrieve his things and have given back all that he asked for, now he want's more stuff which is his.

I have written a request for things that I want back that he took the first time when packing. I have also requested that he pay 165.00 for 2 bills that were accrued while he was living at my address. One is a consumers bill the other is the cable bill, both are cut in 3rds. Both he got pleasure and entertainment from. I have told him that I will hold back his riding lawn mower until payment and the items are given to me.

Is this legal?

He does not owe money for any bills unless he agreed to pay in writing previously. You do not have the right to withhold any of his personal property - that is theft. The relationship is over, time to move on. No sense playing silly games that could land you in jail.

I second that, but verbal agreements can be enforced if there was one. However, this would be more difficult to prove. Do yourself a favor, cut your losses and move on.
