My stepfather called me and told me that the city had entered. Let's assume that they walked in on the city being there.
Ok, what exactly did the city people say when they were"walked in on"???? Who walked in on them?

We don't "ass"ume here.

It's not a hypothetical. I just received a call from my stepdad. He started accusing me of leaving the door open and then went on concerned about the house being condemned because [someone that works for the city] was in the house when my siblings got home from school.

And when confronted, WHAT WAS THE REASON GIVEN FOR BEING THERE?

WHO WAS THE EMPLOYEE??? WHAT DEPARTMENT? Cops? Water/sewer? Code enforcement?

Yes. The police entered because the door was open to determine if there was an emergency (health or crime) and then called health department (and probably child
Protection.

If I am lying on the floor in the bedroom after a heart attack, or after an intruder breaks in and knocks me on the noggin and my door is ajar, I sure WANT any passing officer, city worker, neighbor to check on my welfare!

One does not condemn a house because a door is ajar. If a condemnation order is issued it is due to unsafe conditions and failure to maintain the property in a safe, habitable condition. Not due to any door being open or not.
