What is the name of your state (only U.S. law)? FL

My mother got a water bill for a vacant house that has had the utilities turned off for over five years.

The "customer service" person said it was for "basic usage" or some such nonsense.

Is this possibly correct?

. Usually as long as the water meter is in place, there is a charge as they have to read the meter every month (or whatever period the read it).

was the water meter in place?

If Mom had the water turned off at the street but not turned off and locked by the water board, then yes, they will charge her for the privilege of having the connection.

I have a well at my house and the town water board charges me $20/mth for the privilege of not having my city water connection locked by them. But then, if the power goes off, I still have city water....

I'm getting screwed in a similar way.

Gotta love it. Perfectly legal, though.
