If there are pictures taken of 16-17 year old kids drinking, can the police do anything with those photos?
Maybe. Can someone prove that what they are drinking is alcohol, and that the alcohol occurred within a certain jurisdiction?
From a practical standpoint, prosecution based solely upon the photos is not going to happen. Realistically, the police are not likely to conduct a huge investigation based on images on Facebook or Myspace of a couple of kids possibly drinking alcohol. There are many legal issues involved that would make such a prosecution problematic.

The person in possession of the photos can talk to the police and see if they will do anything. But, unless there is more information to bring to the table, I doubt the police will act on a picture alone.
