What is the name of your state (only U.S. law)? Kentucky

If a couple is still legally married yet live in separate homes and the child lives with the father for the majority of the time, can the wife apply for k-tap if she doesn't have the child except on weekends? What are the consequences for lying when you apply for k-tap?

The consequences of lying are: being forced to reimburse all money received, possibly fines and penalties, and contempt of court charge - which could result in jail time.

I don't know the rules for ktap. The online resource simply says that you must have a child in your household, but doesn't specify how much time the child has to spend in the household.

I would suggest contacting them and filling out an application. Be honest about the circumstances and how much time the child spends in the household and let them make the determination.

I thought ktap was the program that provides you with financial assistance while they are helping you to find a job? I think you have to go to job training classes, etc. to obtain it. So it's possible that Wifey is trying to learn some skills to become self supporting and/or increase her skill set to obtain a job/better paying job.

Isn't that a good thing?

Not if you fraudulently obtain benefits to do it.
