My 19 y/o son is trying to enter the navy, he has a juvenile record. How do we go about opening that record so the navy can evaluate it?

I talk to recruiters all the time. I guess the navy, army, marines, air force, coast guard recruiters stationed around me are better trained than the recruiter her son is working with.

I don't think OP is telling the whole story. Obviously, the Navy knows how to do a background check. There would be absolutely no reason for them to be asking her for that.
