Paying demolition costs

What is the name of your state (only U.S. law)? IL
My daughter had an unoccupied house burn down (arson). No insurance since the house was worth next to nothing. The city demolished it on the same day and she didn't find out about it until after the fact. They told her that they are going to charge her $7,300 for demolition costs. She only paid $4,500 for the house and it was worth less than that when it burned down. She lives in a house which is in her name and my name (I made the down payment and co-signed the mortgage). She has a car which I purchased for her. She and her husband have very little assets except for the house & car. So she will not be able to pay the $7,300 unless I give her the money which I am getting tired of doing. I assume that the city will take her to court to get a judgement. What can they do to collect it and what are the future ramifications of not paying it?What is the name of your state (only U.S. law)?
