Contract Overdue

Good morning. I paid a contractor 2/3 of his fee to do some work on our homes. He stopped working on the homes around two years ago due to a disagreement he and I had over financial overage. I have contacted him in regards to completing the project which is probably just below being even half finished. His figures for my third and final installment are now drastically different from my own. My paperwork proves solid in my favor. He has also worked on several homes very near by while my home just sits unfinished. He is working on a home directly across the street at this moment. I have had enough. What can / shall I do? What is my first step please?

**A: take your contract and all paperwork to a construction law attorney for review. Why did you pay 2/3 for only 1/2 of the work?
