WIFI broadcasting with open localhost

I'm working in the restaurant in small tourist town and our company have agreement with local tour operators with commissions of tour sales.
Now, I want to buy equipment and broadcasting wifi to all area around including hotels, campgrounds and other restaurants. For the unauthorized users I want to make available only web page of online store for the tours and our restaurant advertising as well. For that people who want to use internet, they will able to get password in the restaurant and use it for free.
My question is; is it legal to broadcasting my wifi signal to hotels area and other restaurants?

You have to ask that of your internet provider. (Read the contract you signed with them to see if it is permitted).

Thank you for your response and I apologize for the confusing.

I'm going to install on my own server in my place require software to run the online store and sell there local tours. After that I will install wifi equipment what will cover other businesses. So, I will call my wifi signal like "buy your tour here" and people in the hotel will see my signal and when they connect to there automatically redirect to my server and will see online store of tours. They will have no Internet, only access to my server. My question is can that other businesses complain somehow for the my advataizer wifi signal and store in those area?

As long as you don't modify the transmitters in the access points to make them stronger (violating FCC rules), I don't see any cause of action they would have against you.

Realize that there is nothing stopping the other business from setting up thier own network using the same SSID on the same channel, effectively blocking their customers from connecting to your network.
