Now my ex is claiming that I must immediately cancel my plan because there are issues with the All Kids plan. She hasn't given me any real details other than her word that they are dropping the plan because of my insurance.
Based on this if. It seems that what your ex is saying is that by having the kids on your insurance they no longer can be on the all kids plan.

I would guess the reason mom is so mad is that most state run insurance don't have a copay for appointments and meds or its a very low copay such as a few dollar or such. Most non state run insurance have a larger copay for appointments and for meds it depends on the meds. Bet you mom dose not want to have to pay the higher cost copays.

Most likely the state insurance can still stay in place AS SECONDARY and will pick up the copays. Mom is probably confused because her doctors have been still trying to bill it as primary and they are going to deny since they are NOT primary. If they bill dad's insurance first, they can then still bill the state insurance for the copays, deductibles, or coinsurance.

If her income is too high (over $37K and less than $55K for a 3 person family) the kids can't be covered by All Kids unless they have been uninsured for 12 months or lost their insurance because a job ended. (About All Kids) Since she is a teacher my guess is she falls into this category.

Her income is in that range or higher, however; she found a way to get approved for All Kids. It sounds like All Kids will not allow her to renew come June, and we would be in this situation then.
 
Update time. Now my ex is claiming that All Kids is being moved to secondary to my insurance plan. She is still threatening court action stating that I am in contempt for enrolling the kids in my plan. There is no documentation on this, but I am wondering if I should file for modification anyways?

Since the current order states she has the control on this, would I still have a chance to get this changed?

By any chance, have you NOT provided mom with the necessary insurance cards for her to be able to actually USE your insurance for the children?

You can certainly get it changed that you provide the primary insurance...that is totally reasonable since you can provide it at no additional cost. However, if you are not providing mom the insurance cards, you can get dinged for that.
