Forwarding Address w Certified Mail

What is the name of your state (only U.S. law)? Oregon

We moved out 2/4 and sent a certified letter with new mailing address and request for security deposit refund w/ list of deductions. The certified mail notice was left w/ LL on 2/8, but not delivered until 2/16. The LL main office said they sent something out on 2/10, but did not have a forwarding address. Basically, the property manager to whom we paid rent and filed all paperwork, received the certified mail notice on 2/8 but did not deal with it until 2/16. During that period, her bosses claim the information was sent out. We did a change of address with the post office on 2/7 as well, and have received nothing from them to date. Do i need to request the information be sent again?
