I call animal control to complain about the neighbor's dog who is tied to an 8 ft rope 24/7. They tell me it's perfectly legal to do that so long as there is food,water and shelter. So then I google it and find House Bill 1411. Here is what I find relevant to this matter.
(3) a dog restrained for a reasonable period, not to
exceed three hours in a 24-hour period, and no longer than is
necessary for the owner to complete a temporary task that requires
the dog to be restrained;

I have called 2 time and even gone in person and even left a copy of this House Bill 1411. The supervisor is never there. He will not return my calls. I need clarification on this law. Am I reading this law correctly? Can a city ignore a state law? I want to ask the neighbor to give me the dog or I am calling animal control.
