What is the name of your state (only U.S. law)? Texas

I was ticketed in late July for having a trash can visible from the street in my neighborhood. They sent a picture taken several weeks earlier along with the ticket. I immediately corrected the issue and paid the fine. Several weeks later I receive a second ticket for the same offense. Another picture was taken after the first picture was taken but before the filing of the original ticket. I went to the courthouse and told them the situation and they reduced the fine a small amount, but still made me pay.

Now I have received a third ticket. This one was filed in the court in September. The photo and the offense are from all the way back in may, before I even received the first ticket. Is there any way to fight this? Is this some sort of double jeopardy case? Or harassment? Any help would be appreciated.

Perhaps I misunderstood the purpose of this site. Your reply is not helpful or useful in any way. Obviously I have thought of hiring a lawyer or I wouldn't be here. I am trying to gather more information before taking any actions, and I understood this site to be a place where folks could come to discuss their legal issues.

Hiring a lawyer is valid advice. It appears they are stacking valid tickets against you. If you have no pull with the local gov't, you need an advocate that can go in there and say this isn't right, with the ability to take them to court, to prove the point. We have no access to the local statute you are guilty of violating, nor the minutes of the meeting, showing the intent of the legislation.

You said nothing as to if this ticket was issued by a city inspector ? I have a hard time thinking a police dept would bother permitting officers to use time to hunt for garbage can crimes so yes a atty especially if it was a city inspector that wrote the citations WHY because it does appear to me to as OhRoadwarrior already said , that this appears to be on purpose and in some places the only thing that truly gets some citys attn is when they discover one of their employees acts badly since it could end up costing them in one way or another.
