It is - a three second Google search found the Los Angeles Municipal Code for me.
Well duh - you were only looking for ONE city, as opposed to the rest of us who were furiously researching the laws of all of the hundreds of cities that make up Southern California

I mentioned cities and Southern California, though now I come to think of it I haven't seen many meters in the desert or the mountains. I confess, though that to me Southern California does tend to be Los Angeles more or less exclusively. I must explain myself more clearly in future.
I used to live and work in San Diego County and we would take exception to that impression.

With regard to your no doubt well-meant suggestion, I can't support a move to have all laws posted on billboards. It would be silly. At the same time, I believe better indexing of some parts, at least, of the legal code would make it easier to find what one was looking for. Further, I believe the law on any subject should be set out so that people can find it reasonably easily. In this context, people means one person or a million people or 250 million.
Go to http://leginfo.ca.gov/calaw.html and use a keyword search under the Vehicle Code. Perfect for searching? No. But, it's all there.

And I would like to add - California is about the better than average when it comes to ease of searching the various code sections, as compared to other states.

Google does a good job of searching using the "site: " feature. For example, the google search "site:forum.freeadvice.com funsucker" returns 10900 hits. (It appears google has re-scanned since tranq's signature changed)

It only took me two seconds when I KNEW it was in the LA Municipal Code. Unfortunately, no-one on this site told me that was where it was and I had to ask a guy who works for the city.
Some senior contributors to this site weren't certain where the answer was, though they believed (correctly) that the emergency services were exempt from meter charges. I don't think any the less of them for not knowing the answer to everything, but I have a low opinion of smart alecs who don't want to help, but only to make facile remarks.

Agreed. I am in the Inland Empire - we are in Southern California and no where near Los Angeles.
I didn't say LA was better than anywhere else in Southern California, the US, or the world. When I was able to get out and about I spent much more time there than in any other city, or small town, or area, of California and so it's kind of stuck in my mind. I don't see how that's so unreasonable. I cast no aspersions on any other place in SoCal and I didn't mean to do so. I suspect they all have much better roads and somewhere to park. Okay?

I already said I should have been clearer about where my original question was aimed. It was an honest error and I'm disinclined to shoot myself over it. Folks, I didn't blow up an embassy.

Why is everyone so touchy? First I was thought to be saying emergency vehicles shouldn't be allowed to park free on meters, but I never said that and what I believe is the opposite. Now I'm accused (I think - maybe I'm getting touchy) of rating LA above everywhere else. Er... Yes, well, maybe I do. But I didn't say so till now, and I'm happy for other folks to prefer somewhere else. On the East Coast I like Boston better than New York. It's just possible I like Paris (France) better than LA. But I haven't been to Paris since 2002, when the sky fell in on me. It's beyond my ability to travel there now.

I have a three-year gap in my contact with the outside world. I found out early on that things changed in that period and I don't always remember where to look to catch up. Add to that my interest in the rights of the individual versus that of the people en masse - easily solved if you're Mr. Spock - and in legal and constitutional matters generally, and you see why I use this site. I've got back up to speed on many things here, partly as a result of questions I asked, but mainly from reading other threads. I'm truly grateful for the help I've found here, most of the time.

By the way, is the longest thread in the history of the site? Or does it only feel like that?

Nobody said that, but if you want useful information you need to be specific. The bias in your thought process was not helpful. Then you turned around and complained about the information not being readily accessible.

By the way, is the longest thread in the history of the site? Or does it only feel like that?
No, far from it, and it should probably be ended right here.

It only feels like that. This doesn't even make the top ten.

Just to make a point}
I live in a town that incorporated into it's by laws that vehicles with hadicap stickers or handicap plates are NOT required to feed meters within the town lines.
So, yes cirtain vehicles can be exempt from parking fees,
