No, they are charging to allow you to use their service.

Do you pay the store you buy your clothes from?
Do you pay at McDonalds?
Do you pay to get your oil changed?
Do you pay to get your car tuned up?
Do you pay the electric company?
...the gas company?
...the phone company?
