What is the name of your state (only U.S. law)? AZ
Can I legally sell mickey mouse or hello kitty shaped designs that I decorate and use in projects?

as you should have gotten from the first response, probably not but if you could describe your products a bit more, while it probably won't change the answer, it might.

Description of craft

I want to make girls outfits and decorate them by cutting out a mickey mouse shaped head out of black felt or a hello kitty shape and decorate them to sell.
There is a lady on the web who does this on her girls tutu outfits.

Yep, the first response was absolutely correct. It would be trademark infringement and subject you to being sued.

The lady on the website that does that is flirting with disaster. I suggest that is a place you don't want to go.

Disney is extremely rigid regarding their copyrights. They forced a daycare who had painted Mickey, Minnie and the gang on the walls of the daycare to repaint the walls in order to get it removed. You are flirting with disaster.

That one kind of surprises me...not so much that Disney would insist that they remove it, but that Disney would ever find out it was there in the first place.

...or they put it in a picture that ended up on the web or in printed materials that got to Disney somehow.
Disney has people trolling the net quite actively looking for infringment.
