Dear Mr. XXX;

We are pleased to inform you that the Department of XXX has recommended to the Faculty of Graduate Studies your admission into M.Sc. Program in Electrcial engineering commencing September 1, 2011. The faculty of Graduate Studies will write to you separately to indicate whether or not the Dean has given you final approval. Please be advised that the Department of XXX is unable to offer any form of direct financial assistance for the duration of your program.

Please be advised that the Department of XXX does not provide to you tuition support, travel, housing, or any other form of financial assistance – you are expected to be entirely self-funded for the duration of your program. However, as an international student you are required to pay a tuition differential which the department will pay each term that you are enrolled in the program.
Please return the enclosed response by May 15, 2011. If no response is received by then, your position cannot be guaranteed. You can send your response by email to the Graduate Program Administrator

Sincerely,

Please “Speak for thyself”!

Most lawyers from most "areas" educated in this country and the British Isles, and Canada and Australia and India are familiar with the basic principles of contract law. Including those related to an offer and acceptance, which upon reliance by the offeree results in a change of position of substance that would not otherwise have occurred and thus serves as consideration to bind the offeror.

It seems that you are not familiar with these basic legal principles and thus have no means of making a meaningful “comment”. Which leaves one to wonder why your effort.

But nice try in ducking the question – twice!

No, they did not say they would pay your tuition. They specifically stated they wouldn't.

they said they would pay the differential fee for you. Other than that, the cost is all yours.

If you this much trouble with the English language, you should take every contract you are considering signing to a lawyer who can explain it to you. Signing something without understanding it, like you did here, is going to get you into a lot of financial problems.

stay away from car salesmen.;)

and no, that is not a contract.

so they have the right to refuse to give me differential tuition now?`

That's not what is being suggested.

You first indicated that the letter contained a promise to pay your tuition etc., and quite clearly it does not.

The letter DOES indicate that the department WILL pay the differential.

Do you understand the difference? I think that's what might be happening - a misunderstanding of what they will and won't pay.

Did I say that? no, nor did I say the didn't have that right either.

I said:

they said they are not liable for the tuition.

they stated they will pay the differential

What this letter is is a statement of

1. their acceptance (apparently the dean also had to accept you to the program)

2. a statement that they would pay your differential fee for each term you are enrolled.

At best, this is a promise on their part. This letter might be able to be treated as a unilateral contract which would allow you a cause of action should you not resolve this. If you get that far, come on back.

So, just so you understand:

the entity that sent the letter agreed to pay the differential payment

they did NOT agree to pay your tuition or anything else
