What is the name of your state (only U.S. law)?

I'm from California but I'm in France right now.

I would like to create a video series re-enacting film reviews on IMDb.com but I don't know if I would have to get permission from the authors of the reviews or the website, or if it's free game. Any advice?

What you are doing is copyright infringement and if one of the people you are ripping off chooses to make an issue of it, you can get into trouble.

What you are intending is not fair use.

Alright, then I shall ask them. As for writing my own.... that defeats the whole purpose, don't you understand?

Yes. We do understand that you do not possess the mental skills to review and because of that...unfortunate "problem", feel the need to infringe upon others.

Wow. I don't even know why I come here. You all hide behind your computers and get a laugh at your attempts at humour and trying to put others down. No, I don't think it's worth explaining the point of the series to you, because it will be far, far above you to understand. Go check out "Yelp reviews as read by real actors" and if you still don't get it... I'm sorry.
