Is Drunk and Drive a crime ?

Ok, so first of all please don't find my question as silly coz i seriously need answer for this question.. So my question is "If Drunk and Drive is a crime then why do we find Parking Slots at Bars? ", does it mean that even govt is supporting people to drink and drive by giving license to the Bar owners and again why the same govt is giving orders to Police to Charge the people who drunk and drive ??

It is not illegal to have a drink and drive. it is illegal to drive while intoxicated. It is also not illegal to go to a bar and NOT drink alcohol. Were you drunk when you posted this thread?

Did you never hear of a designated driver? Or of simply having a single mixed drink which consists of mostly a non alchoholic mixer, such as a Vodka Tonic, a Bloody Mary, etc, or a glass of wine, consummed slowly along with food of some sort?

I suppose in those states where it is not DUI to drive impaired on private property this might be true. Or, if we are talking about a necessity issue, though that wouldn't make it lawful so much as excusable.
