Let's back to the main issue at hand. Did the landlord abide by the L/T laws IL with respect to the return of the security deposit.
That is the main issue. The whole lawyer stuff is just on the side.

Based on the OP, the answer would be "no" (assuming the time limit has passed.) In this case, the LL failed to give an itemized listing. The OP has the option to sue in small claims court for the return of his deposit.

I believe the OP should leave all the nonsense threats of reporting the LL for ethics violations out of this.

Were viewing this different ways, I believe the landlord/lawyer is the one doing the bullying using lawyer status to take peoples money, and that the ardc should step in and stop it.
They won't. He is not your attorney and has breached no professional ethics. Not even the fuzzy ones you want to twist to your disagreement. He is your landlord. Treat him as such.

My opinion is that the landlord has not violated any law at this point. According to what I remember of IL law, if landlord provides an estimate then landlord has 30 days to provide itemized statement of the damages with paid receipts. If the obligations and time frames are not adhered to, tenant can sue for 2 times the deposit amount plus court costs and attorney fees.
