$700 Fine from Juvinile Court many years ago. (California)

When i was 15-16 i took a CHSPE test that would grant me a diploma-equivalent certificate in california and let me start college early, which i did. But after passing the test, there were still a few months until the next college semester so i stayed enrolled in my high school but i missed pretty much all my classes, since i was leaving soon anyway.

I got charged with "habitual truancy" in juvenile court and told to pay ~$250. I had no money at the time, nor did i have a Greencard/SSN so i could not work, and had no money to pay the fine with. So i didn't. The fine grew to $700 but eventually they stopped sending me notices in the mail.

I'm 20 now, and would very much like to finally get a license and drive a car. But the DMV won't allow it due to the fine which has now grown to $700.

I have a good job now, and i have the $700 to pay for the fine, but i would obviously like to invest this money into something more productive for me. Part of this is also pride, i have a lot of bad feelings surrounding that time of my life and the law.

TL;DR:I'm hoping there may be some legal process through which i can apply for a drivers license without paying the fine, make the fine disappear, or reduce it to a more reasonable amount. Hell I'm even willing to drive to a different state, and get a license there instead, and then come back.

Why would you expect any of us to help you avoid paying the fine that you owe?

Sometimes the horse is really a stubborn mule.

So, to your questions:

Few if any states will issue a drivers license to a non-resident of that state.
