Are there laws to force reinstatement if "through no fault of their-own" (such as with dementia patients) a policy lapses?

Nope.

If the insured is unable to handle their own affairs, someone else needs to be taking care of them on their behalf.

I agree with Sandyclaus. Imagine if it were not the case. Heck, not having enough money to pay could be through no fault of their own. Simple forgetting might be to. The only way to cancel under the NFOTO rules is if a person intentionally didn't renew.
