I'm just asking to be "considered", which they claim: is done for all incoming students. I am discriminated against/not eligible, based on the field of study I'm in.

When I say consider: that means ACTUALLY reviewing my application, GPA, CV..etc.

The program coordinator just emailed me, somehow news got through that I was requesting to speak with the dean/exercising legal channels.

"I understand from the student affairs office that you are seeking a meeting with the Dean regarding the language on the CGH website. I am the person in charge of the material on our website and have changed the language on the FAQ page to reflect some of the issues you raised. I hope you are more comfortable with this language.

We are choosing not to go so far as to announce which departments are eligible to receive scholars because we feel this will influence applicants to apply to departments for the wrong reason.

I am sorry that you felt misled"

They quickly changed the wording of the website! (Within a matter of hours) Lo and behold. I got screenshots though.
