Problems with Satellite dish prior to closing on new condo

Supposed to close on New condo in the next week...need some advice.

Had home inspection done a few weeks ago and most went well..nothing major.

Went back a week later to look at condo, and saw and satellite dish was installed on the side of my window(we are bottom floor unit)
and holes were drilled on the side of it on my bedroom window panel. Anyways, contacted my agent who said that this was not allowed per the association by-laws, and since
they live in upper unit above ours, it has to be installed on their balcony. Were were told they were going to move it. However, went out there
today, and they actually mounted it into the ground where it originally was to begin with, and not on their balcony?

We havent even closed and already have issues...I know how condo associations work, and this might take months to get resolved and
getting sick of this fight. Wondering if we should even buy the place now? do we have an "out" without losing our escrow-deposit?
This is getting crazy, but my current place is scheduled to close on same day..really in a bind?
Also found some rodent droppings inside that I never saw before? This is a vacant unit too.

Resolved how? You don't own the exterior of the unit nor the ground in a Condo.
There's federal preemption here. The condo can make all the rules they want but they can't bar someone from putting up TV antennas.
