Does my state know about my DUI from another state?

Interesting. What do you think the CA DMV would do if I informed them of my situation once the KS suspension period had concluded but during the 1 year of mandatory interlock device period. I ask because California has no such requirement to install an interlock.

IMHO, I think it's just a matter of time that this web of deception catches up with OP. I think he may have played hard and fast with the licensing changes in an attempt to keep each state in line from finding out about his prior issues.

I actually gave the CA DMV worker my hole-punched PA license and some documentation from Kansas. So I did not deceive them at all. I recall the DMV worker being confused and seemed to just use the PA license out of ease. To answer the second question, adequate amounts of time have passed where people should have found out. But I reiterate, I have not knowingly deceived anyone and gave them all the information they asked for at the DMV. There was no DUI record on the PA license or KS license at the time of application. However, KS PD confiscated my physical KS license. I don't recall specifically what KS documentation I showed the CA DMV but I showed them, it may have been a motorcycle permit. However, they required photo ID so they asked for the PA one as well.

Not sure. This could be one of those situations where you slip between the cracks just because of the confusion.

If Cali. has no such requirement that seems like a perfectly good reason not to inform them.

Although, this may at some time in the future catch up to you. I believe this is one of those situations where you
"cross that bridge when you come to it". goodluck.

Specifically, Question 5 part B that asks if you have had your drivers license revoked, suspended, cancelled, or delayed for any reason. You obviously did not answer in the affirmative or provide the details surrounding your suspension. In doing so, you committed perjury, a crime.

Negative. My license was valid, per KS statute, until a decision could be rendered by the administrative hearing. I applied for and received my CA license before this hearing took place. Explain again how perjury was allegedly committed?

You obviously have your mind made up. Here is what I can tell you:

1. Judges will not care for your flippant attitude.
2. Kansas will not reinstate your license until you satisfy the punitive conditions awarded you during your trial.
3. If your driving privileges are suspended in Kansas, they are also suspended in California.
4. You will not be notified when California receives the update to your status, you will find out when you are arrested for DWS.

If you have a PA license and go to KS and get another license PA will not cancel your license unless they have cause to do so. Also if you report your DL id as lost you will then be in posession of 2 DLs and you can turn 1 in and still posess one. I moved alot working in different states and know this personally. But OP needs to know his KS trouble will catch up to him sooner or later and his DL suspension will not be lifted till all requirements are met in KS, not just time that its suspended and fines paid. He'll have to fulfill that interlock requirement also to their rules. Also with DUI i'm sure theres alot of classes to attend too that have to meet KS standards.

I have a similar situation and I was advised by my lawyer to just "wait to see if it's ever reported" to the state where I hold a valid license (that I obtained before my conviction in another state). Also, of course I completed ALL of the requirements for the state I was convicted, minus the interlock (which I'd also like to avoid, if possible). I never had interlock because I haven't reinstated my privilege to drive in the convicting state. When/if I do, I imagine I'll need to get it. If I never go back to that state, I'm wondering if I'll get pinged when I go to renew my current license (in 4 years) and have to get it then. I imagine that part will catch up to me.. eventually.

It's been a year and even though there is a Driver's License Compact where this information is shared across states, I have yet to be notified of a suspension in my current state.
