This doesn't say anything about my Filipina wife needing to not respond to my divorce filing in the USA (Hawaii) for me to be able to then get divorced in the Philippines. Is this, or is this not a critical requirement?

All I know is what I was told by someone in your specific shoes. He told me that their ability for the Philippines to completely recognize the divorce and for them to be able to remarry hinged on them being divorced against their will.
