What is the name of your state (only U.S. law)? FL

Is their only option to start an eviction process and take them to court afterwards to seek any money they feel is due?

I'd like to warn my former neighbors that the LL will try to keep an automatic $150 for a cleaning fee regardless of the condition or cleanliness of the apartment.

well, if it results in the tenant not paying the rent due as there is no obligation for a landlord to use the deposit as rent, the landlord can issue a pay or quit notice and begin eviction proceedings once that period expires.

go ahead and warn them but since you cannot predict the future and say it will happen and the tenants cannot do anything about it until it happens, there is nothing to do other than warning them to be aware of the possibility.

Unless this is in a state that allows this, the landlord probably opens their mouth and say "no".
