What are the legal requirements for divorced parents with regards to college expenses? Our divorce decree is silent on the matter.

If its silent, then neither of you are obligated to assist your children with college expenses. Now, that doesn't mean that either of you couldn't go to court and try to have that addressed later, but it does mean that at the moment, neither of you are obligated.
