Is there a threshold of how far behind the non-CP has to be in his or her support payments before the courts will intervene?

If the non-CP's support order is relatively small can contempt proceedings commence after x number of weeks have passed even if the dollar threshold hasn't been reached?

There is no set minimum threshold; non-compliance, by definition, occurs at the moment one fails to comply with a court order. There will likely be some leeway given before corrective measures are doled out, but Mass doesn't go into detail regarding contempt for non-support nor even felony non-support under Chapter 273 Section 1.
